Bagged, locked & sealed mail could be (and was) carried in multiple
types of vehicles. For instance, the main reason the RGS Geese had
lockable storage was for mail. The CZ's baggage car had (depending
on years) x feet of space reserved for mail. There was also company
mail which could be a large component.

Mail typically went from RPOs to HPOs, they were also "mobile" post
offices (and some continue to this day, though they don't sort mail)
where the mail wasn't simply trucked (bused) to POs across the region.

It depends a great deal on era.

As an aside, the term "RPO" should only be used for manned and
working mail cars. The typical mail car on the D&RGW was a MBE
(mail-baggage-express) the function was, if staffed and working, a RPO.
